IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses. Some locations that will experience flash flooding include... Northeast El Paso, Chaparral and Franklin Mountains State Park. Significant flooding is possible in eastern portions of Chaparral, near US-54.
