What the bulletin says to do

Turn around...don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

At 1223 AM EDT, Doppler radar indicated heavy rain across the warned area. Between 1 and 2 inches of rain have fallen. Flooding impacts will continue, but no additional rainfall is expected. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar. IMPACT...Flooding of small creeks and streams, urban areas, highways, streets, and underpasses as well as other drainage and low lying areas. Some locations that may experience flash flooding include... Philadelphia, Jenkintown, Narberth, Rockledge, Abington, Langhorne, Bryn Athyn, Willow Grove, Germantown, Chestnut Hill, Northeast Philadelphia and Roxborough. This includes the following highways... Interstate 476 in Pennsylvania between mile markers 9 and 11. Interstate 76 in Pennsylvania between mile markers 335 and 340. Pennsylvania Turnpike between mile markers 344 and 352.
