What the bulletin says to do

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Remain alert for flooding even in locations not receiving rain. Arroyos, streams, and rivers can become raging killer currents in a matter of minutes, even from distant rainfall.

* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of Southwest California, including the following county, San Bernardino. * WHEN...Until 635 PM PDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS... At 436 PM PDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 0.5 and 1 inch of rain has fallen. Additional rainfall amounts of 0.5 to 1 inch are expected over the area. This additional rain will result in minor flooding. Some locations that will experience flooding include... Northern Lucerne Valley. https://www.weather.gov/safety/flood
