What the bulletin says to do
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.

* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A Small Portion of Central San Diego County in southwestern California... * WHEN...Until 400 PM PDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... At 311 PM PDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Some locations that will experience flooding include... Hwy S2 Between Hwy 79 And Hwy 78, Ranchita, Hwy S22 Between Ranchita And Borrego Springs and Santa Ysabel Indian Reservation. https://www.weather.gov/safety/flood
