What the bulletin says to do
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Be aware of your surroundings and do not drive on flooded roads.

* WHAT...Urban area and small stream flooding caused by excessive rainfall is expected. * WHERE...Guam... * WHEN...Until 700 AM ChST. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways. Rises in small streams. * ADDITIONAL DETAILS... At 440 AM ChST, Doppler radar indicated heavy rain due to heavy showers. This will likely cause urban and small stream flooding. Some locations that will experience flooding include... Dededo, Tamuning, Yigo, Mangilao, Chalan Pago-Ordot, Barrigada, Yona, Hagatna Heights, Andersen AFB, Talofofo, Mongmong-Toto-Maite, Sinajana, Inarajan, Asan, Merizo, Piti, Santa Rita and Umatac. http://www.weather.gov/safety/flood
