What the bulletin says to do
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Portions of northeast New Jersey, including the following counties, Bergen, Essex, Hudson and Passaic and southeast New York, including the following counties, Orange, Putnam, Rockland and Westchester. * WHEN...Until 130 PM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Water over roadways. * ADDITIONAL DETAILS... At 1019 AM EDT, Doppler radar and automated rain gauges indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1 and 2 inches of rain have fallen. Additional rainfall amounts of 1 to 2 inches are expected over the area. This additional rain will result in minor flooding. Some locations that will experience flooding include... Paterson, Passaic, Wayne, Bloomfield, Hackensack, New City, Newburgh, Bergenfield, Paramus, Ossining, Ridgewood, Peekskill, Lyndhurst, Monsey, Rutherford, Nanuet, Ramsey, Ringwood, Haverstraw and Pompton Lakes. http://www.weather.gov/safety/flood
