What the bulletin says to do
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. In hilly terrain there are low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.

* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Eastern Russell County in southwestern Virginia... Northeastern Washington County in southwestern Virginia... * WHEN...Until 930 PM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... At 624 PM EDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Up to 1 inch of rain has fallen. Additional rainfall amounts up to 1 inch are expected over the area. This additional rain will result in minor flooding. Some locations that will experience flooding include... Abingdon, Honaker, Lindell, Emory-Meadowview, Dye, Holston and Hansonville. http://www.weather.gov/safety/flood
