What the bulletin says to do
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Be aware of your surroundings and do not drive on flooded roads.

* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Northwestern Lancaster County in south central Pennsylvania... Southeastern Lebanon County in south central Pennsylvania... * WHEN...Until 1115 PM EDT. * IMPACTS...Continued flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is occurring. This areal flood warning replaces the earlier flash flood warning. * ADDITIONAL DETAILS... At 1006 PM EDT, Lingering flooding is ongoing in the warned area. Between 2 and 5 inches of rain have fallen. Additional rainfall amounts up to 1 inch are possible in the warned area. Some locations that will experience flooding include... Manheim, Cornwall, Brickerville, Schaefferstown, Quentin, Timber Hills, Mount Gretna Heights, Kleinfeltersville, Lawn, Schoeneck, Penryn and Mount Gretna. http://www.weather.gov/safety/flood
