* WHAT...Flooding caused by excessive rainfall is possible. * WHERE...Northeastern Lassen County and Surprise valley in California, and northern Washoe County and northwestern Pershing County in Nevada. The watch area includes the Biscar and S1-Vya burn scars. * WHEN...Through 5 AM PDT Friday. * IMPACTS...Small creeks and streams may flood rural roads. Increased sediment transport from burn scars may clog culverts and ditches. * ADDITIONAL DETAILS... Storm total rainfall of 0.5 to 1.5 inches, locally 2 inches or more, is possible through through early Friday. Heavier rain this afternoon and evening may briefly exceed 0.5 inch per hour. Runoff may linger overnight. Vulnerable locations include remote ranches within and near the Biscar and S1-Vya burn scars, downstream drainages, and culverts along US-395 from Stoney Creek Road north to Rye Patch Road. http://www.weather.gov/safety/flood
