Portions of east central and northeast Iowa, including the following counties, in east central Iowa, Benton, Jones and Linn. In northeast Iowa, Buchanan, Delaware and Dubuque.

Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas.
