* WHAT...Flash flooding caused by excessive rainfall is possible. * WHERE...Dutchess and Ulster Counties in eastern New York. * WHEN...From noon EDT today through this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... Scattered to numerous showers and thunderstorms are expected this afternoon into this evening. Showers and thunderstorms will be capable of producing heavy downpours, with rainfall rates reaching 1 to 2 inches per hour at times. Rainfall of this intensity may lead to flash flooding, especially within urban and low lying areas. http://www.weather.gov/safety/flood
