* WHAT...Flash flooding caused by excessive rainfall is possible. * WHERE...Portions of southeast Ohio, including the following counties, Athens, Meigs, Morgan, Perry, Vinton and Washington and West Virginia, including the following counties, Doddridge, Harrison, Pleasants, Ritchie, Taylor, Tyler and Wood. * WHEN...From 4 PM EDT this afternoon through Thursday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. * ADDITIONAL DETAILS...
