Coastal Waters of Northern Puerto Rico out 10 NM... At 1253 PM AST, Doppler radar indicated strong thunderstorms, capable of producing winds to around 30 knots. These thunderstorm were located over the coastal waters from Rincon to Quebradillas, moving northwest at 10 knots.
