The areas affected include... James River from JRB to HRBT, Including the Elizabeth River... James River from Jamestown to the James River Bridge... York River... At 957 PM EDT, Doppler radar indicated strong thunderstorms, capable of producing winds to around 30 knots. These thunderstorms were located along a line extending from 7 nm north of Coleman Bridge to near Cobham Bay, moving east at 25 knots.
