At 515 PM EDT, a severe thunderstorm capable of producing waterspouts was located 8 nm southeast of Ar355, or 14 nm east of Topsail Boxcars, moving east at 20 knots....

What the bulletin says to do

Thunderstorms can produce sudden waterspouts. Waterspouts can easily overturn boats and create locally hazardous seas. Seek safe harbor immediately. Frequent lightning is occurring with this storm. If caught on the open water stay below deck if possible, keep away from ungrounded metal objects.

Bulletin details

For the following areas... S of Cape Lookout NC to Surf City NC out to 20 NM... Waters from Cape Lookout to Surf City NC from 20 to 60 NM... At 515 PM EDT, a severe thunderstorm capable of producing waterspouts was located 8 nm southeast of Ar355, or 14 nm east of Topsail Boxcars, moving east at 20 knots. HAZARD...Waterspouts, wind gusts to 40 knots, and small hail. SOURCE...Radar indicated. IMPACT...Waterspouts can easily overturn boats and create locally hazardous seas. Small craft could be damaged in briefly higher winds and suddenly higher waves. The severe thunderstorm will remain over mainly open waters.
